Leidos Program Engineer/MIPR (Part Time) in Albuquerque, New Mexico

Leidos has a need for a part-time Program Engineer/MIPR to provide technical support to the National Nuclear Security Administration (NNSA) Federal Program Manager (FPM), as well as program engineer liaison with other Defense Programs (DP), NNSA, and Department of Defense (DoD) organizations associated with a Navy legacy program. Part-time support will also include managing Military Interdepartmental Purchase Requests (MIPRs) activities in coordination with another part-time staff member. MIPR work includes tracking the status of the work Ballistic Programs are funding between the NNSA, Navy, Air Force, and the various sites. The Program Engineer will assist the Federal Program Engineer (FPE), Ballistics Missile Team Lead, and FPM with technical oversight, program management and program integration. Duties include coordination of day-to-day operations across the geographically dispersed Management & Operations contractors, review and advise on matters pertaining to planning, integrating, and executing policies, programs, and procedures for development of guidance for resolving issues related to this weapons system.

This is a part-time contractor-support position located on-site at the NNSA offices in Albuquerque, NM. This part time role will be approximately 20-29 hours a week.

Apply broad and diversified knowledge of respective nuclear weapons systems engineering, non-nuclear component realization, nuclear material production and component development, product realization process, Phase 6.X activities and deliverables, and program management disciplines. Analyze information and review system requirements for workflow, organization, and corrective measures. Apply process improvement practices for system development life cycle. Understanding of standard concepts, practices, and procedures within nuclear weapon acquisition and product realization. Exercise judgment and plan and accomplish goals based upon program planning and mission performance. Work independently, creatively and under general supervision.

Program Engineer roles/responsibilities include:

  • Proficiency in the transition of requirements, interfaces, linkages, and technical risk mitigation activities associated with program scope into an integrated, schedule with schedule and cost risk contingency analysis.

  • Demonstrated ability sufficient to assess and provide program and technical management knowledge and capabilities to advise FPO on execution of cost, scope, and schedule for major system acquisitions, and to represent, within program guidance, the NNSA’s program interests and positions in interactions with other agencies and corporate entities.

  • Apply systems engineering principles (such as requirements and interface management, risk management, work breakdown structure, decision analysis) for the development and maintain an integrated program baseline.

  • Knowledge of and experience with programmatic and portfolio analysis tools, databases, and methodologies.

  • Absorb broad objectives from management, then independently analyze, evaluate, and integrate solutions for unusually complex and diverse technical problems.

  • Identify, track, mitigate, and resolve technical and programmatic risks and issues related to product and/or system performance objectives.

  • Participating in Integrated Product Team (IPT) meetings.

  • Attending and participating in Project Officer Group and sub-group meetings (joint DoD/NNSA) and within guidance provided by the Lead Engineer and/or FPM.

  • Supporting special topic engagements as assigned.

  • Knowledge of the substantive nature of NNSA Nuclear Weapons programs and activities; missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency with emphasis of 6.X process and Defense Programs Business Process System.

  • Contributing to or leading assessments of current and needed capability and capacity of the NNSA weapons production complex for the Weapons Program and recommend necessary facility and resource planning based on this information.

MIPR roles/responsibilities include:

  • Interface for NA-122.2 on status of the Program’s MIPR portfolio.

  • Assist primary MIPR staff member in maintaining tracking and status of all program MIPRs

  • Working with the Program staff to evaluate all MIPR related site cost estimates, spend plans and monthly reports.

  • NNSA liaison to DoD organizations for regular meetings and status of MIPR actions

  • Interface between Project Engineers, M&O contractors, Navy and the Air Force in the area of strategic partnership programs and funding.

  • Analyzes past and current MIPRs to ascertain their individual status, track budget and program activities associated with each MIPR, and work to manage –then close –individual MIPR activities.

  • Coordinates development of Statements of Work (SOWs) between M&O Contractors, Navy and the Air Force.

  • Regularly provides status of MIPR portfolio, informing federal staff on status, issues, challenges, and needed federal actions.

  • Clearly and concisely conveys analysis results to all levels of Federal management in support of programmatic decisions.

  • Serve as subject matter expert advisor to the FPM and staff to resolve emerging issues and any potential problems that may be associated with this MIPR-related support.

Required Education, Experience & Clearance:

  • Active DOD Top Secret clearance or Active DOE Q clearance

  • Bachelor's degree in Engineering, Science, Business, Program/Project Management, or closely related field with 10+ years of related experience with program/project systems engineering experience managing nuclear weapons system sustainment or acquisition, OR a Master’s degree in Engineering, Science, Business, Program/Project Management, or closely related field with 8+ years of related experience with program/project systems engineering experience managing nuclear weapons system sustainment or acquisition

  • Prior experience with MIPRs

  • Knowledge of program and project management/scheduling tools and techniques

  • NNSA/DOD Interagency experience

  • Working with interdisciplinary teams

  • Knowledge of program and project management/scheduling tools and techniques

  • Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers

  • Experience with Nuclear weapons and delivery platforms

  • 6.X and interagency experience

  • Manufacturing and Production floor experience in NNSA, military, government, or corporate environments

  • Ability to travel as business needs require

Pay Range:

Pay Range $87,100.00 - $157,450.00
