Our Digital Modernization sector team is looking for a results-oriented Senior Systems Test Engineer to support the Nuclear Command, Control, and Communications (NC3) Enterprise Center’s (NEC) Systems Engineering and Integration (SE&I) Division at Fort Meade, MD.

The SE&I Division is the lead for enterprise-level systems engineering and architecture, and as the technical authority for the Nuclear Command, Control, and Communications within the Department of Defense. Our customer, led by the Commander, U.S. Strategic Command (USSTRATCOM), applies subject matter expertise and best practices to translate mission and operational requirements into solutions and operational capabilities.

In this role, you will ensure the successful completion of test and evaluation events involving critical high assurance communication systems. This role is crucial to ensuring national leaders have assured communications in both peacetime and wartime. The position encompasses responsibilities including test tool maintenance, developmental and operational test planning, test execution, test data analysis and report writing. You will work closely with our customers to develop and facilitate execution of detailed test plans. You will also maintain some of the custom software used for data collection and analysis. Additional responsibilities include authoring inputs for recurring reports, such as Weekly and Monthly Status Reports.

What will you do in this role?

  • Work with a small test team to accomplish technical assessments of high-assurance systems.

  • Develop and execute test plans in collaboration with the customer’s assigned government lead.

  • Execute test events in both laboratory and operational environments.

  • Maintain a suite of existing hardware and software test and data analysis tools.

  • Document data analysis results and recommendations.

  • Collaborate with the Performance and Testing Section Chief and Digital Engineering Team to implement data standards and migrate test data to a new Oracle-based repository.

These are the required qualifications:

  • Top Secret/SCI Security Clearance.

  • Master’s Degree in Engineering or Computer Science or an educational equivalent (e.g., Bachelor’s Degree + military training/experience).

  • 10 years’ experience in the following:

o Test and Evaluation of networked hardware and/or software-based systems.

o Test planning and test procedure development and documentation.

o Digital test data collection, analysis and results documentation.

  • Understanding of networking (e.g., IP, TCP, UDP, etc.) and network troubleshooting techniques.

  • Experience with network data collection and testing tools, and analysis techniques, including:

o Sniffing and packet capture using Wireshark.

o Network traffic simulation/generation using standard tools, such as wget, iPerf, ping, etc.

o Parsing and analysis of PCap files.

  • Ability to configure and operate Linux-based systems.

  • One or more certifications, including Red Hat Certified System Administrator, Network+ and Security+ (or willingness and ability to complete Security+ within six months of hire).

  • Python programming/scripting skills, including practical use of CherryPy, Matplotlib and Pandas.

  • Experience with SQL databases.

  • Ability to multi-task and work in a dynamic environment.

  • Strong written and verbal communication skills with the ability to create and deliver presentations.

  • Competency in Microsoft Office Suite applications (e.g., Word, Excel and PowerPoint).

  • Experience using collaboration tools (e.g., MS Teams).

These are the preferred qualifications:

  • Oracle database structure and maintenance experience.

  • Understanding of Cloud storage (e.g., AWS), including cloud storage architecture and security.

  • Storage server setup, configuration and maintenance.

  • HTML and JavaScript development skills.

  • Understanding of/and experience with VOIP systems, codecs and transmission standards.

  • Nuclear Command, Control and Communications (NC3), National Leadership Command Capability (NLCC) or Senior Leader Command, Control and Communications System (SLC3S) knowledge or direct experience.

  • Experience working with Nuclear C3 community stakeholders such as Air Force, Navy, NC3 Enterprise Center (NEC), USSTRATCOM, USCYBERCOM, the Joint Staff, and OSD.

Pay Range:

Pay Range $87,100.00 - $157,450.00
