Leidos Special Security Representative Technical Program Management Analyst and Support Services in Keyport, Washington

Leidos has an exciting opportunity for a for a Special Security Representative Technical Program Management Analyst and Support Services employee to join our team in Keyport, WA.

Primary Responsibilities

Assist in the operation of the Advanced Programs Security Office security program under NUWC cognizance.

  • Maintain applicable SAP directives, regulations, manuals, and guidelines under NUWC cognizance.

  • Properly account for, control, transmit, transport, package, and safeguard SAP material and documents. Provide for destruction of SCI by authorized means and in accordance with DoD Manual 5105.21 and DD Form 254, as appropriate under NUWC cognizance.

  • Assist in certifying and receiving SCI visitor clearances and accesses under NUWC cognizance.

  • Maintain the Defense Information System for Security (DISS) NUWC Keyport personnel and contractors under NUWC cognizance. Assist with program management of SAP personnel, information, physical, and technical security actions, and procedures.

  • Assist with annual self-assessments and with the management and adjudication of unauthorized disclosures of classified intelligence information.

  • Assist with a continuing SAP security education training and awareness, of original classification authorities and biennial training derivative classifiers to ensure all SAP-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SAP.

  • Review reported derogatory information on SAP-indoctrinated personnel. Assist in determining appropriate action as required by applicable DoD personnel security regulations described in Enclosure 1, Volume 3 of DoD Manual 5105.21.

Basic Qualifications

  • Bachelor's Degree in related field. Years of experience can be considered in lieu of a degree.

  • Minimum of three (3) years of experience and familiarity serving in an APSO or related relevant experience. A though understanding of Special Access Program Security Manuals.

  • Demonstrate experience and familiarity with Special Security Representative (SSR) and Sensitive Compartmented Information (SCI) security programs, including the Defense Information System for Security (DISS) for DoD, DON and/or NUWC requirements.

  • Minimum of three (3) years of experience and familiarity in providing technical services and analytic expertise in SCI/SAP program security management for DoD, DON and/or NUWC, Keyport.

  • SCI Administrative Security Manual (DoD 5105.21), Intelligence Community Directives (ICD), and DoD Special Access Program (SAP) Security Manual (DoD Manual 5205.07) Volumes 1-4.

  • Ability to effectively oversee and utilize the DISS information management system.

  • Results oriented interpersonal security management expertise.

  • Candidates must possess an active Top Secret clearance and be able to meet eligibility requirements for access as well as SCI eligibility.

Preferred Qualifications

  • SAP Security training/certificate(s).

  • Knowledge of NIST Risk Management Framework (RMF) Security requirements.

  • Courier preparation procedures.

  • Experience developing and implementing OPSEC, emergency action and test plans.

  • Knowledge of Access Control and Intrusion Detection Systems

  • Experience with SCIF construction.

  • Experience conducting Security incident inquiries.

  • Resourceful in solving problem and capitalizing on opportunities.

  • Working knowledge of JADE.

  • COMSEC experience.

  • Professional Certifications/Affiliations.

Pay Range:

Pay Range $61,750.00 - $111,625.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
