Leidos Senior Subcontracts Specialist in Remote, United States

Description

The Health and Civil Sector team of Leidos is seeking a Senior Subcontracts Specialist (Sr. SCS).

We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment supporting federal customers across health-related opportunities. Under limited supervision, the Sr. SCS is responsible for activities that span the entire procurement cycle. Responsibilities included negotiating f non-disclosure and teaming agreements, preparing solicitation packages for subcontractors, evaluating subcontractor proposals, conducting price analysis, negotiating terms and conditions, administering subcontracts, resolving issues, and managing closeout activities. The focus will primarily be on federal programs, with some involvement in\ commercial and state/local programs. Additionally, the Sr. SCS will participate in strategic Small Business (SB) outreach activities as directed by Health Global Supply Chain leadership.

Primary Responsibilities

  • Develop and manage moderate to complex RFP solicitations in accordance with Government and Leidos requirements.

  • Evaluate supplier proposal responses and provides senior level support and guidance for new opportunities.

  • Develop teaming strategies to achieve program and proposal SB goals.

  • Conduct thorough price and cost analysis.

  • Negotiate pricing and terms and conditions with subcontractors.

  • Engage in strategic SB outreach and research initiatives.

  • Administer subcontracts of varying types and complexities.

  • Identify and resolve moderate issues and problems on assigned subcontracts, making recommendations to management.

  • Perform subcontract close-out activities.

  • Analyze risks and develop risk mitigation strategies.

  • Act as the primary liaison between subcontractors and supported programs for all subcontract-related matters.

  • Regularly collaborate with program management, contracts, project control, finance, business development and customers.

  • Utilize strong interpersonal skills to manage subcontractor relationships and resolve issues effectively.

  • Negotiate Non-Disclosure Agreements (NDAs) and Teaming Agreements.

Basic Qualifications

  • BA degree and 4 - 8 years of prior relevant experience, or a master’s degree with less than 4 years of prior relevant experience.

  • Must be US Citizen.

  • Experience with negotiation and subcontract administration.

  • Successful track record of managing a various subcontract types, interfacing with internal customers, other functional support staff, and suppliers.

  • Strong organizational, written and oral communication skills.

  • Ability to work independently, establish priorities, and meet deadlines with minimal supervision.

  • Ability to multi-task and work in a fast-paced environment.

  • Basic knowledge of the FAR and DFAR.

Preferred Qualifications

  • Certification in CPCM or CFCM

  • Experience working with automated purchasing system (preferably Costpoint/Deltek or ivalua)

  • Team oriented attitude, willing to assist others needed due to work surges

  • Strong preference for residing in the MD/VA/DC metro area

Pay Range:

Pay Range $68,900.00 - $124,550.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
